Reasons for a refund
You can get a refund for your semester ticket fee for various reasons:
According to the reimbursement criteria in our reimbursement policy, you are entitled to reimbursement due to a lack of financial means if you cannot cover your financial needs through your income and assets. If you are eligible for benefits under the Federal Training Assistance Act (BAföG), your needs are generally considered to be covered.
The only exception to this is if you receive social assistance to cover your living expenses or to prevent you from becoming dependent on public assistance. Examples include benefits under SGB II (Citizen’s Income), living expense assistance, basic income support, housing allowance, or the child supplement. Proof of a lack of financial means is provided by a corresponding social benefits notice for your household in which you are included.
As a rule, it is sufficient for your name to appear in the calculation of the social benefit; you do not necessarily have to receive the social benefit yourself. In addition, the following documents are also sufficient: a notice of waiver of long-term tuition fees due to financial hardship, or a notice of benefits under the Asylum Seekers Benefits Act.
If there are reasons why you cannot submit a specific social benefits notice, you should explain these reasons and describe your financial situation. These reasons include, in particular, the risk of losing a residence permit for international students or the rejection of an application for housing assistance due to doubts about its credibility.
You will receive a refund of the D-Semesterticket fee for the entire semester and may keep and continue to use the D-Semesterticket.

- Decision on the Receipt of Social Benefits
- Description of the social and financial situation of the household. Supportive documents:
- Rental Agreement
- Employment Contract
- Proof of income for the last three months
- proof of child support payments, if applicable
You can submit an application for a (partial) refund of the semester ticket fee based on your study-related absence from the city for at least 90 days.
Applicants must submit their completed application at least three weeks before their departure or absence for the current semester. The D-Semester Ticket will then be deactivated for the duration of the absence. Retroactive deactivation is not possible.

You can submit a refund request based on your semester abroad.
Applicants must submit a complete application before departure. A refund can only be issued for the period beginning when the application is complete. Retroactive validation is not possible.
You will receive a refund of the D-Semester Ticket fee for the duration of your semester abroad, provided you are abroad for at least 90 days during the semester for which you are applying.

- Confirmation from the foreign institution of higher education stating the exact duration of the study abroad program and the location of study, or from the University of Oldenburg*
You can submit a refund request due to dual enrollment.
If you are enrolled at more than one university participating in the D-Semester Ticket program, you may purchase only one D-Semester Ticket. Proof of dual enrollment must be provided in the form of current enrollment certificates from the respective universities and documentation indicating which of the universities is your home university. The D-Semester Ticket will then be deactivated for the period of absence from the city. Retroactive deactivation is not possible.

Withdrawal from the University
You can withdraw your enrolment within one month of the start of lectures. In that case, you will be refunded the full semester fee, including the D-Semesterticket fee. This is governed by the Enrolment Regulations. You must submit the ‘Application for Withdrawal of Enrolment’ via Stud.IP to the Enrolment Office.
Once you have withdrawn your enrolment, it is deemed never to have taken place. Legally, you lose your student status with retroactive effect.
A refund of the D-Semester Ticket fee following the withdrawal of your enrolment is only possible by submitting an application to the Enrolment Office.
Withdrawal after Reenrollment
You can withdraw your re-registration within one month of the start of lectures. You will then be refunded the full semester fee, including the D-Semesterticket fee. This is governed by the Enrolment Regulations. You must submit your application to withdraw your re-registration by submitting a de-registration application to the Enrolment Office via Stud.IP.
Withdrawal of enrolment takes effect as de-registration at the end of the previous semester. Legally, you lose your student status with retroactive effect.
A refund of the D-Semesterticket fee following withdrawal of enrolment is only possible by submitting an application to the Enrolment Office.
De-registration
You can apply for a (partial) refund of your semester ticket fee following your de-registration.
You must submit your application immediately after your de-registration. To ensure your application is complete, please enclose your certificate of de-registration as proof.
You will be refunded the proportion of the D-semester ticket fee corresponding to the remaining months of the semester following your de-registration. A refund can only be granted for the period from the date on which the application is received in full. Retroactive cancelation is not possible.

You must apply for a refund at the Enrolment Office by the end of the refund period (one month after the start of lectures). Unfortunately, we cannot make any exceptions to this rule, even retrospectively.

During a leave of absence, you are not obliged to take out the D-Semester Ticket. It is important that you transfer the cost of the D-Semester Ticket to the university together with your re-enrolment fee (https://uol.de/en/students/fees/semester-contribution) and then submit a claim for a refund to the AStA.
You should submit your application for a leave of absence to the Enrolment Office. You should submit your application for a refund of the D-Semester Ticket to us. The D-Semester Ticket will then be deactivated for the duration of your leave of absence. It is not possible to deactivate the ticket retrospectively.

Legal Basis
As a general rule, a refund of the term ticket fee can only be granted for the current term. The grounds for the refund must relate to the term for which the application is being made. The direct legal basis for the refund of the term ticket fee is the term ticket contract, including the tariff provisions, the enrolment order, the fees regulations and the refund regulations, which set out the criteria for refunds.
Decisions regarding semester ticket refunds are subject to accountability to the Students’ Parliament.
